We are presently awaiting the outcome of the N.A.f.W. Inspector's findings of the C.P.O. Public Inquiry held between 26th Oct - 4th Nov 2001. It was due to be published in Dec 2001 however, due to legal complications with regards to the Bats and the Habitat Directive, the Inspector's Report is now not due until possibly May-June. This was the advice given by Mr Sheppard of the N.A.f.W. Planing Inspectorate Department.

At a Technical Scrutiny Committee in Dec 2001 the council agreed to continue to forward the road proposal to Tender stages even if they have not received the conclusion of the Inspector's decision.

Furthermore, the N.A.f.W. have recently granted the Caerphilly C.B.C. a Transport Grant for £270,000. This is to advance the road scheme to the final stages of the Tender process of the P.F.I. The authority did apply for £800,000 but the land cost part of the grant was held in abeyance until the C.P.O. Inquiry result. It seems unfair that the N.A.f.W. are still granting hundreds of thousands of £s to the Council especially when Rhodri Morgan is due to make a decision on the road. Not very impartial this system, is it?

The European Commission in Brussels are due to deliberate on the 'Bat' issue and the possible breach of the Habitat Directive Article 12 & 16 on the Sirhowy Enterprise Way. They are also watching the way the Council and N.A.f.W. are applying the procedures of the 'Directive' with regards to applying for a 'Bat' licence.
